The president was the chief executive officer of the convention. He presided at sessions of the convention and Committee of the Whole, exercising all usual duties and powers of a presiding officer. He appointed the chairpersons and members of all committees. The president also appointed and assigned duties of all employees of the convention, including committee staffs with the consent of the respective chairpersons.
